winlogon.exe <-- guilty?

I have been suffering from a problem for months which is at random times my windows XP SP2 becomes extremely slow doesn't matter what i'm running, i tried to solve it by re-installing windows on my freshly formated c: partition, but it happened again on the new windows, then i thought it's a hardware problem so i replaced my CPU fan, PSU, and my RAM, but no difference. then i recently discovered 2 new problems i could blame all of this on them: first, my 3.3V in "pc health" menu value never exceeds 2.8v, the second, i opened the task manager once and left it open doing nothing till it hangs to see wat process is doin that -i never had the chance to alt+ctrl+del while it's hanging- i found that winlogon.exe has 98% of the CPU usage while it is 0% any other time except on the hang.
known that i have formated the windows partition and re-installed windows, and i always use updated McAfee total protection 2008, should winlogon.exe be the problem ?

My CPU is PentiumIV 1.6 GHz/512Kb Cache memory, 512Mb of RAM

Moved to right area. Winlogon is used to logon to Windows. I have not heard of it being a virus but have Osiris check it out.

i removed the entry but no difference, it just happened again.

You could do some maintenance on your pc.

Disable the startup processes
Cclean
Defrag

i always do cclean and i disabled once all of the unnecessary start-up processes but it still hangs so i enabled them again. and i formatted my c: partition once and re-installed windows but no difference at all.
