With the recent launch of both the NVIDIA GTX 1060 and the AMD RX 490 this kind of seems like a bad idea as both cards are priced for only $50 more however there is a severe supply problem with them.
Seems everywhere people are buying them causing some retailers to mark up both cards way past what they are worth.
Both amazon and newegg have the AMD RX 490 marked up at $400!
VisionTek Radeon RX 480 DirectX 12 900888 PCI Express 3.0 x16 POLARIS EDITION Video Card - Newegg.com
And the GTX 1060 is near impossible to find, the only one I found is here marked up like crazy of course!

Yeah cant afford that
So I think I will throw in the towel and get last generations AMD card and hope for the best
Here is the model I am considering
ASUS Radeon R9 380 STRIX-R9380-DC2OC-4GD5-GAMING 4GB 256-Bit GDDR5 PCI Express 3.0 HDCP Ready CrossFireX Support Video Card - Newegg.com
I did see this card but its got some people saying that XFX didnt do a good job on it:
XFX Radeon R9 380X R9-380X-4255 4GB 256-Bit DDR5 PCI Express 3.0 CrossFireX Support DD XXX OC Video Card - Newegg.com
This one looks better but its $30 more
XFX Radeon R9 380X R9-380X-45E5 4GB 256-Bit GDDR5 PCI Express 3.0 Video Card - Newegg.com
and I dont know if spending more than $200 on last generations card is a good idea... probably not so i want to keep this around $200
the $209.99 is just right methinks but I know nothing of the brand
I do still want a nice GPU for my birthday this year, with only a month away and only a small budget to consider I have to go what with I can afford.
My birthday is in September but the way things look I wont be able to get any of the new GPU's anytime soon with supply and demand being so crazy right now.
If I can find the other cards at the right price then yes I will get them, but doesnt look like that will be the case and I will be lucky to purchase them on doomsday.
Now I know there are other cards for around the same budget but my limit is going to be around $250
So something like this is okay but is as far as i can go, and I have to watch my money right now.
