My son was using my Laptop and now when I click on a program that is in my tray running (should be active window / layer), it opens in the backround and not the forground... I have to minimize all other programs to use the one I really want. What setting was changed? I've checked the icon properties and they are fine.

Good question. That happens to me every now and then. I usually right mouse click on it and click Restore and it comes up.
BTW and quick way to minimize everything is Windows Key + M
