Default windows xp home edtion.. start up disk

guys.. have a windows Xp home edition here .. my OS is not a Bootable Cd.. thats why i download from the Microsoft.. a start up disk for my OS...

i try to its been succesfully i boot my PC... and ask the Cd rom for Windows Xp home edition...

now my problem guys when its finished copy all the files into my Cd and set up.. usually when we install a new OS.. it will start...

now thats what happen it rebbot automatically.. then after that iy cannot go now in the CD drive...

what the main cause of that can you explain me or guide me how to.. pls ill need your help .. expert out there...

Im not sure what you are asking, whats with the startup disk?
