Default Windows XP auto updates

I have a PC that will not let me select the option to receive automatic updates. I select "system properties" and then
the "automatic Updates" tab, but all the options are gray not letting me to select the automatic update options. Next to the Windows flag emblem on the same system properties screen that the options are selelected, it states that "The windows Update Service is unavailable". The PC is connected to the internet.

Thanks for any suggestions
Herm
