Windows shortcut keys

Hi,

I have a user using terminal services on windows 2003 and none of their shortcut keys are working on windows

Such as control+c for copying and control+v for paste

Also they can't get into accessibilty options in control panel as it's not there which might be related.

Any help? It is just this user everyone elses seem to be fine.
