Default Windows Server 2003 w/ WiFi and Logging

I have a Windows Server 2003 machine that was given to me and I've been using it as a VPN server. I also have a wireless network that I need to keep open and easily accessible to others, but I'd like to be able to monitor it's usage to make sure no one abuses it.

So my question is, can I continue to use Server 2003 as a VPN server plus set it up as a gateway to handle the wireless clients and monitor/throttle bandwidth usage, etc, and If so, how?
