Default Windows 2000 Login Problems

I need to gain access to a windows 2000 system that is set up for use on a large scale network. When the system starts up I have to press crtl alt dlt to bring up the username and password fields. The problem is, is this system has been altered so that all generic usernames that windows made at time of install have been changed/deleted/disabled for security reasons. I have tried to reset passwords with ERD commander 2003 and 2005 but when I reboot the password goes back to whatever it was. This sytem is not connected to the network at this time so no gpo is causing the password to revert back. Is there a command line tool that will allow me to add a local administrator account and password?
