Windows mail IS NOT outlook express. There some differences between the two programs. For one HTML mail is not supported by Windows Mail.
Check to make sure when opening the email that you're checking the message that says (download links in message) or something to that effect. Also make sure the senders are not just sending plain text messages, and they are in fact sending HTML code.

The emails are configured to HTML. Always have been.
The broken link issue popped up after I ran the Advanced WindowsCare Utility.
Something in that program changed/deleted the link function within Windows Mail.
