Default user logon pop up in Vista

In doing some software testing with VISTA I am getting getting a User Auth. pop up when I try to open up a doc via the intranet. it does not have this pop up to log in anywhere else on the intranet, and if I hit cancel (w/o logging in), the doc will still open. How do I prevent it? I am trying to use GP EDIT to set the configurations. I am pretty sure the settings are correct as it does not happen on any other page on the intranet.
