Question unwanted ActiveX pop-ups

A friend is having trouble with repeated ActiveX pop-ups when viewing most web pages, and when tried to install latest version it fails - I have also tried in vain!
He has latest XPsp3, uses free AVG and Windows Firewall.
I think he may need to upgrade his security package (I use Trend Micro), as this maybe the result of virus/spyware!
Any opinions or ideas please?
