Well i was trying to install Microsoft visual C# but while extracting i received this error.

Also this error only occurred on my PC, my laptop worked fine with the extraction.

So my only guess is software to software interference?

Did you try just downloading it again on the desktop computer? It looks like the actual download file is just a stub. Maybe it needs to download and install something different on the desktop versus the laptop.
