its been a long time since i have been on 98. Is there a date and time icons in the control panel?

Yes it has.but when you click it, it only shows the time and date and there is a checkbox which it says automatically adjust clock for daylight saving changes.

Yes there is no internet time to update. Unlike in my windows xp there is. Any suggestions?

Yes it is.Because when you turn off the computer, time will stop. Then if you turn on the computer, time/date will be late.
Do you think I need to replace the battery of the motherboard?

Yes your CMOS Battery is dead as Warez has stated. This can also affect your BIOS so make sure all of your settings in there are correct.
