Yes it has.but when you click it, it only shows the time and date and there is a checkbox which it says automatically adjust clock for daylight saving changes.
Yes it is.Because when you turn off the computer, time will stop. Then if you turn on the computer, time/date will be late.

Yes your CMOS Battery is dead as Warez has stated. This can also affect your BIOS so make sure all of your settings in there are correct.
