Shortcut/Hotkey listing software

Hi

I found a few months ago a program that could list the hotkeys that are currently set by all the open programs, very useful when you want to assign a new hotkey and your are not sure if is already setup, but now I dont remember the name of the freaking program and googling havent give me any result...

Does any of you have any idea of which software could help in this situation?

that program is to *create* hotkeys, and what i am looking for is for a program that lists the already binded hotkeys by other programs...
