How do i fix the problem when the short cut icon of the program in the desktop does not respond.

you obviously moved the program related to the shortcut. The easiest way would be to go to the folder where the real program is at, right click the application, create short cut, then drag the shortcut to the desktop. If you are using windows, I sure hope you know your way around Windows explorer.

only one short-cut. windows XP.I can't remember if i moved the program, Thanks jak I will try

You could right click the Icon & check properties to make sure it's properly Targeted but just do like Jak says & create a new Icon Shortcut, Much Easier.
