Default setting user to administrator/

hi guys

i am having difficulty accessing many programmes. when i try, i get the error page " windows cannot access the specified device, path, or file. you may not have the appropriate permisions to access them"

to get access to things as an internet bowser i have to right click and run as an administrator. this has only happened recently. would my user settings have been changed and if so how do i set up as an adminstrator so i have no problems opening programmes. i have windows vista.
