Whenever my PC is restarted via a program installation or me using the Restart button, my mouse and keyboard are disabled (nothing works and no lights).

However, if I turn off the PC and wait a few seconds before restarting, all is fine. Both the keyboard and mouse are ps2.

Anyone got any ideas?

Are you using a USB keyboard and USB mouse? If so, your mobo isn't initializing the USB controller correctly (bad drivers, reinstall drivers, or get new mobo).

Otherwise, you might have a bad mobo. Replace it.

Try using a ps2 to usb connector and see if that works.
