Default Recovery CD?

I was looking for Windows XP Pro install discs on XP and this comes up...
http://cgi.ebay.com/Windows-XP-NT-20...QQcmdZViewItem

What the heck? Is it really this easy to crack a Windows XP PC? Please say no...

What about a recovery CD for in case the Windows filesystem is hosed? I used to have a floppy with scandisk and stuff like that back in my WIndows 98 days... is there a similar ?CD for Windows?
