Question Question about hard drive partitions in Vista ?

I've got a laptop with Vista installed . I have 3 partitions C : (OS ) , D: ( Recovery ) and F: ( new volume )

I have 2 questions :

1- I heard that in Vista , I can divide a partition into 2 or more new partitions,without loosing data , is this true and how ? For example I need to divide my C: into 2 partitions , would this affect the already installed OS ?

2- I understand that the D: (Recovery ) is used for recovery ! is it safe to delete it ? I can see a Dell ,program files and Windows folders .
