I am able to load the cd and create the partition, format the partition to ntfs and Windows copies the files. When the computer reboots it "loops" back to the initial setup. I ran chkdsk /r and found no issues. I zeroed out the drive. I even went so far as to remove the keyboard in case of a stuck key. The bios has the cd rom set as the last boot device. Has anyone ever encountered this before? Any suggestions on how to resolve the issue?

I found it was a ram issue. I reseated my dimms and it worked.
