Default Problem with 98se Oe exception

Ok, before you tell me to join the 21st Century, I am trying to help my wife fix an old computer at work. If I can fix this problem, they have promised me they will get a new one and transfer the data. Now, my problem is the following message on a blue screen:

A fatal exception OE has ocdureed at 0028:c00140DB in VXD VMM(01) + 000130DB

I get this message when opening any program. I can boot in the safe mode without it. I am begining to think it is an IRQ conflict. Any suggestions on how to further troubleshoot this? Feel free to respond directly to my email address also

Are you running Outlook Express? It also looks like it is a Virtual Memory Management issue. So it could be a IRQ but it could also be due to the PageFile.

Yes they are running outlook. I will be spending a few hours looking at it tonight. I figured I would disable 1 program at a time and see which one it is, then find out why.
