Default Power Tab Editor 1.7

I’m trying to open a program called Power Tab Editor 1.7 but I keep getting an error message. I tried reinstalling the program but I still get the same program. How do I fix this? Here is what the error message says "Windows can access the specified device, path, or file. You may not have the appropriate permissions to access this file. The computer is also logged onto the admin account.

Use Revo Uninstall to remove it and try installing it again.

I uninstalled it with revo and then i reinstalled the program but i still cant get it to run. It will only run in safe mode.
