Default Open new tabs in IE 7

I used to be able to use the scroll click to open links in new tabs, but now the scroll click does nothing. How can I get this back?

Look at the light on your keyboard above the keypad, where the Numb Lock, and Caps lock are. The scroll lock should be the 3rd light on most keyboards. If it's on, the button to turn it off should be just above your 'Home' key on your keyboard.
