Need Help... Very Strange error

ok..Im trying to fix my co-workers computer and I have no clue what she did to it.
The computer starts w/ the dell logo w/ strange writing underneath and when it starts to get to the desktop..the monitor stops responding. I can however get into it through safe mode though.
I tried to take alot at the bios setting and boot setup but when I went there..the wording was all messed up. It would have symbols where F and P's would be..random % signs in other spots..just all out crazy..making it tough to read it anything says.
When I go into safe mode..things are ok though.
has anyone had any experience w/ anything like this?

I ran a spyware prog and antivirus..only finding some minor spyware.

wtf never herd anything like it but i have seen similar things when my video card began to go i had similar effects my screen would just mess up but i got a new one and it worked thats the only thing i can think of check if the ram is plugged all the way in too

I had something similar a few months back, i had to boot up in safe mode, then uninstall my graphics card. Then i had to reboot and let windows pick up the new device. It sorted the problem out.
