Default Need help getting rid of ToggleKey message

I have a HP Compaq nx9010 and every time I turn it on, the ToggleKey message comes up before the CTRL+ALT+DEL screen. I would click Ok and I have to wait a minute before I can use the CTRL+ALT+DEL function. Once I am in, the message appears again. I would go to the Accessibility Options and uncheck every thing, but it keeps coming up every time I turn the laptop on. I checked the Startup folder and MSCONFIG, but can not find anything that is making it come up. I went into the BIOS, but can not find anything to turn it off. Laptop is out of warranty, so HP will not help me unless I pay for the support. I posted this message on their forum, but no response so far. I figure I maybe able to get a faster response here. I also tried Googling for this and found a registry key entry that I can modify, but it did not work. Any suggestions or help is appreciated. Thank you.

Hello,

Turn it off by going to Control Panel > Accessibility Options...

On the 'Keyboard' tab, uncheck 'Use ToggleKeys' check box.

Next, click on the Settings button in the ToggleKeys section and uncheck the 'Use shortcut' check box.
