If it doesn have a Power Supply it will get power. Once you hit the power button EVERY device gets power. It is the same as if you had a USB Keyboard or USB Mouse installed. They get power right away so that you can enter the BIOS. It would be the smae for a External CD ROM Device. It would get power to be used for isntall.
