Default My Active Explorer Window does not always go on top when clicked

My PC works fine, but from time to time my Windows explorer I want to access on the bottom of other windows does not go on top of the other windows when clicked.

This is very annoying, I have to minimize the windows on top or move the other windows on top out of the way.

Is there a reg fix that can fix that?
thanks
pup

It works for now (it is a pain to have the IE open on a full screen though)

It was an intermittent problem so I am not sure if it is fixed. I will check back if I run into the same problem again
thanks
