It has successfully fixed similar faults with other users

There is no other option as you have already tried Repairing Outlook
Actually, you could fully uninstall Outlook, and then re-install Outlook, none of your data (email messages) will be hurt (strange I know)
But I would try what I suggested earlier first, please let me know the result

Uninstall Office 2007

Reboot

Delete the follow folders including all sub-directories
  • C:\Program Files\Microsoft Office\Office12
or
  • C:\Program Files\Microsoft Office
  • C:\Users\MasterB\AppData\Local\Microsoft
Open the Registry and do a search for Office 2007, Outlook 2007, etc. Delete all findings of Office 2007 only. There will probably be a lot to delete which will take some time.

Or

Reboot

Delete or Rename the user profile from lainie to lainie.old (which will need to be done from another Administrative Account), reboot, then log back in as you normally would and attempt to run Outlook.

Or do the first suggestion, then the second and attempt to run Outlook.
