Default MS Outlook 2003 w/ Contact Manager

Is there a way to sync contacts within an office so that when people add accounts and contacts within Outlook 2k3 w/ Contact manager everybody's database is updated? If not, are there programs that will do that?

Just create it as a public folder and then give everyone permissions to it. Then within Outlook 2k3 they can make a shortcut under there Contact View.

Could you (or anybody else reading this) direct me to a link or site with more specific instructions? Also, does this require that everybody that wants to access it be in a network? Is there a way for non-local people to access the contacts short of a VPN?

I know alot of people use Act for managing contacts. I am pretty sure that it syncs with Outlook.

Sorry I didn't explain Act any better. The users can enter the information when they are on the road or somewhere that they cannot access the network. Then the next time they are coneccted they should be able to sync everything back up with shared contact list or database.
