Is there a way to make a program bootable via software? If so, how?

Not really, a program has to be built to be bootable... most programs are designed to function within an OS.

What program? Is the program even made to be bootable? Can't make a program bootable if its not meant to run outside of an OS. Could maybe include it in a BartPE boot disc, however.

iT IS A WIN 98 os BUT IT WON'T BOOT FOR ME. iS THERE A WAY TO MAKE IT BOOTABLE?

You would need teh specific boot files for Win98. But the thing is they are only able to be used to start the install. Win98 is to old to create a livecd version. So if you really want to install Win98 go to bootdisk.com and get the Win98 floppy. If you are trying to make it a bootable OS running from the CD. Not possible.
