Question Locking Down XP Pro

I have three users on a comp (OS=WINXP PRO w/SP2), one of the user needs to only operate one program. I am looking for directions in locking every thing down and making all but that one program inaccessible for that user. I have tried the gpedit, but i just keep screwing the comp up. After three complete re-installs of the OS to fix the problems I caused, I decided to ask the pros. Any help in this matter would be greatly appreciated. Thank You.

if you are on a domain, you can use group policy. if not, then you can't.
The GP settings on the machine are local to all accounts, and so effect everyone. That is why GP settings are done by the domain, and applied to groups.
