Default Language Problems - Windows XP

Hey, I recently reformatted my computer. The OS is Windows XP SP 2. I remember setting the language as English, and I set the location as Thailand since that is where I am right now. However, I do not know how to read or write in thai. Well, since I set the location as Thailand, for some reason all installations I download from the internet, for example Nero 7, come in Thai. I want to know if there is a way other then reformatting the computer to change the location to United States so that I can get these installations in English.
Any help will be appreciated.

Look under Control Panel>Regional and Language Options
