by default Windows 2000 does not have MSCONFIG, the startup settings are in this string in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Run
delete the keys with the names of programs you do not wish to have on startup

Please Export the registry first.
