Exclamation How to get pear pc control panel to work?

I downloaded and installed pearpc control panel. When I try to run it, I get a runtime error '339' :Component 'MSINET.OCX' or one of the dependencies is not correctly registered: a file is missing or invalid." I really need to run this program because i need to run mac osx on my pc through an emulator so that i can use final cut for school and i can't afford a mac right now.
