Default how do i increase upload speeds?

here is my current download and upload speeds for my cable connection:


is there some kind of tweak or prog to increase the upload speed. I'm using a toshiba pcx 2000 (rented) cable modem.

edit: what is the TCP Receive Window?

Lol, that's the downside of cable. At times its download speed surpasses DSL, but its upload is always gonna be horse**** (pardon my french)

I'll look for some proggy to help ya out, but nothin comes to mind at the moment.
