Open Run then type in msconfig
Click on the Tools Tab.. Then Scroll down untill you find, Highlight it, then click Launch.. a CMD Prompt box should open, Once thats done you can close the window, Then close msconfig and Restart
This was post number 2 and was stated that it was not what he needed. That UAC was already off. What he was looking for was how to take ownership of a file/folder.

This would only work if you have the Run command in the start menu which it is not by default you have to add it. If anything you would have to search for it. Whic just means to type in Run in the Search box.
But again the problem has been resolved. He was not looking for UAC. Just how to take ownership of a file/folder.
