Help Video Drivers wont Install! ??

hi , My unkles internet pictures are all out of focus and when I went to download the ATI drivers for him, it says "error, drivers not found" "Try installing VGA Drivers First" What should I do?

any help would be appreciated

remove any video adapters in device manager, reboot let pnp install the vga adapter, and reinstall the ati driver
