Question HDD Recovery

I have a friend that has a 500G Seagate ide ata/100 drive that is physically not booting. It clicks when the bios tries to find it during the boot up process. He does not have a backup and needs to get some data off the drive. Is there a program that can help? If not, what is a reasonable data recovery place to try?

Any help appreciated!
