To answer your question..no. I dont kow of any torrent software that will only work while your net connection is idle.

My best suggestion..turn on your torrent software when you know you wont be using your net. Like before you go to bed or before you leave for whatever. Then it will run while you are not there. Of course this involves leaving your PC on.
