can you guys name me a good partioning program for me to use to partition my HD

PArtition MAgic is easier to use. Acronis is more advanced. Both are jsut as effective.

Isnt O&O one as well or is that jsut a defrag.

I've always used Partition Magic and it's worked fine for me.
