Default fix trayapp error without an HP cd?

I have a dell laptop running windows xp and the windows installer is stuck in a loop trying to install "trayapp" on boot. I've seen this problem several times and it can always be fixed by inserting an HP printer or camera driver cd and letting it find the missing file on the disc.

My question is, how in the world can I fix this WITHOUT an install disc and what causes it in the first place? I've come to hate HP for their stupid implementation of this....or maybe it's windows installler to blame, but in either case it's driving me crazy!

Is it OEM?

If so, and you have a dvd/cd burner... You were supposed to be able to make your own recovery disc (I hate that they did that too, but what can you do? =\).
