I have a file that needs to have write permissions added for the Users security group. It is inheriting a bunch of weird permissions that it shouldn't be. I set the permissions correctly and even turned off inherited permissions. When I log out and have a user login, the permissions have completely changed. Inherited permissions are back on, a single user has an explicit permission but the user changes depending on who the last one logged in was. I am stumped. Anyone have any ideas?

You will have to do it via Group Policy. That will be the only way to maintain and keep the proper permissions.
