Explorer download function disabled

I cannot download with windows explorer. When I click on a link the download window flashes and vanishes. All javascript and java is turned on.

Best thing to do is go through all your IE settings and reset them,

Tools-Internet options, click on security, and then default level, then click on advanced and reset defaults, close IE and reopen. It should work. If not let me know.
