When I tried to uninstall ut2004 it gave me this error message: UT2004 Setup Build UT2004_Patch_[2004-06-11_16.51]

try repairing the installation (reinstall UT) and then uninstalling. Else, you may want to use a 3rd party add/remove tweak program or if u know you way around, then remove the files manually and then tidy up the registry (that will probably be a pain).
