Windows may report the size of the drive slightly different to Bios (that's 1 area)
The Bios may report the size of the drive differently to the actual size of the drive, this is due to the format; Partition and size of clusters (that's 2 areas)
And finally the size of the drive may be in actual fact slightly different to what is stated on the label (basically tolerance)
Do you have the pagefile on? What is its size? Do you have shadow copies on? Do you have System Restore on?
Those 3 things alone can account for up to 20GB worth of space easily depending on the amount of Restore Points and Shadow Copies you have stored. Pagefile should be around 4GB in size roughly if you let Vista do it automatically.
