A "cap" is a short term for capacitor. Those are the small round canister components you may notice when looking close at the board with two leads.

A weak battery, corrupted bios programming, or far worse failing component on the board will cause startup problems. Sometimes you can correct the hesitation at post time seen by going into the bios to load the optimized defaults to restore everything to the factory settings.

If a cap on the board is bulged out or even leaking you can sometimes spot that with a close inspection. At other times you won't find a thing. Hopefully a quick swap of batteries will restore life there without need for a new board.
