A computer-learned friend of mine told me that using this program will help de-clutter my hard drive and make things a little easier on my dilapodated machine.

Whereas I am sure he knows what he is talking about, I have my reservation as he often takes advantage of my lack of computer savvy to play pranks. he has told me to do so I need to put

cipher/w:c:\ into the command prompt line

Is this safe to do? Does it actually do what he claims it does?

I just googled it..and from what I understand it does is permanently delete deleted files on your HDD. So, it's not really going to de-clutter it, because the files aren't taking up space, even though they're still on the drive (the deleted files just get written over anyway, and that's all that command line prompt does).
