Default Can you delete a menu option from the 'right click' menu?

I would love to play a bit of a prank on a mate, so I was wondering if this was possible, perhaps in the registry? He once got his taskbar stuck up the top of his screen and he couldn't move it, so he had to leave it there. Once he found that he could move it again, he didn't bother because he was used to having it there. I'm assuming he isn't stupid enough that it was merely locked there and he didnt notice.
Anyway, what I want to do is to move the taskbar to another part of the screen, and lock it there. Then to stop him from unlocking it and moving it, remove the menu option that allows you to move it. I think that this would be possible, but I wouldn't have a clue how. Anyone got any ideas?

you'd prolly have to write a desktop shell mod.
