Vista XP Dual Boot - Understand the basics - The NeoSmart Forums
How to dual boot Windows XP and Linux (XP installed first) -- the step-by-step guide with screenshots

That is going to be some of the best information you can get. For a partition tool i would suggest GParted. Free and totally independent. How to partition. Just create a partition with yoru free space.

Then install Linux. Depending on if you are doing it with XP or Vista will depend on how you setup the dual boot.
