Unhappy Booting Win98 without floppy

Hi, I am learning about Sun's Virtualbox and trying to install an old win98 on my Dell Vostro 1500 that doesn't have a floppy. I could add an external USB floppy to boot from but the boot floppy I have does not recognize my DVD driver in Ubuntu. Therefore, I am trying to
build an ISO image of the bootdisk and the install disk in one image to boot from. However the image has everything correctly saved( I can mount it to see all files and directories) but it does not boot even to DOS. Can anyone suggest anything I can try from here? Thanks.

I'd probably follow these steps.

fdisk to make primary partition
format partition
boot to dos
transfer all install files to c:\setup_files
run setup from setup_files
